How to Downgrade/Upgrade someone in the account?

When you need to downgrade someone from "needs a return" to "not need a return",
or you need to upgrade someone from "not need a return", to "needs a return",
do the following:

  1. switch to his/her name,
  2. go to "Identification" page under "Start Point" or under "Account & Personal".
  3. then on the right side, at the very bottom, click on "click here" to downgrade or upgrade.
